Newcomer David Naylor‘s rise reflects the deep discontent in RCH Water Supply Corporation politics. Election results were read by President Jackie Pullen at the March 29, 2023 Annual Meeting announcing that 2,655 ballots were mailed out and 459 valid ballots returned.

• 266 votes went to David Naylor
• 110 votes went to Laurie Lehmberg
• 74 votes went to incumbent Steve Hatfield

President Jackie Pullen was quite smooth in shaking things up a bit by allowing Ms. Robin Baley (H20 Services) to read out loud the minutes for the 2022 Annual Meeting that was held on Friday, April 1, 2022. The minutes Ms. Baley read stated the date of the election that was unopposed and no ballots were counted. After some FACT CHECKING let me highlight the fact that the majority of the meetings that were held are ALWAYS on the first Wednesday at 2pm. Secondly, here are the billing statements from February 2022 – May 2022 and there is ZERO mention about any Annual Meeting date scheduled. Nor was there a mention to fill out the Board Application. According to what was published on the website in August 2022 there was an April 20, 2022 meeting where it looks pretty similar to all the regular monthly agendas. See [FIGURE 1] and [FIGURE 2].

The financial report given at the Annual Meeting was reading of the bank account and investment balances. Several member customers present requested the long over due audit and Steve Hatfield said, “We don’t have an audit.”

Mike Taylor a CPA is located in Greenville”, Pullen shared, “They are preparing to do an audit.”

Maintenance Update 2022

A total of 154 meters were sold (20 in the County + 134 inside the City Limits).

Dwight Lindop reported that the Water Usage Daily on December 9 was the lowest at 0.419 gallons. The highest at 2.934 gallons on July 8, 2022.

Lindop shared that last year when the tank was inspected there was a half inch of sediment. This year’s inspection it was identified there was a quarter of an inch or eighth of an inch of sediment. Even though they found sediment in the tank Lindop doesn’t recommend the cleaning to be done.

He says, “It could be a light dusting since you can see a bit of the bottom of the tank in some areas.”

For a sediment cleaning he got a bid for $10,199. Pullen followed up with that the cleaning of the tank and other maintenance issues will be addressed at new business on the next regularly scheduled board meeting.

If you read my last article I asked the Board, “When are we going to hear about the sediment removal from the RCH WSC water tower?” Is it a coincidence that this was discussed? I guess we shall hear at the next board meeting their response to clean or not to clean the tank.

Newly elected Board Director David Naylor is ready to hit the ground running.

“I wanted to say thanks to everyone who voted in the RCH Board Elections; particularly, those that voted for me. I am grateful and honored to serve the membership on the Board. With 84% voting against the incumbent [Steve Hatfield], I’m hopeful that the message was received that status quo is not acceptable.” – David Naylor

Mr. Naylor’s first RCH WSC board meeting is next week [April 5] and he intends to hit the ground running. Naylor welcomes feedback and recognizes he may not please everyone. He hopes to give people peace that he will always act in a manner that best serves the membership.

Challenges ahead

Thanks to everyone who took a few minutes to send in their election ballot by the deadline. WE DID THIS TOGETHER! RCH WSC is going to have water shortage problems–regardless of their failures to become a direct customer with NTMWD and they have not obtained additional water purchase agreements. Customers should be proactive and be mindful in limiting their outdoor water usage in the following months.

I wish Mr. Naylor success in stepping up to this new role. Hopefully, there will be some administrative issues remedied soon rather than later. Transferring the rural water system over to the City of McLendon-Chisholm should certainly be addressed. So far it has been all talk and no action.
